So i decided to share my knowledge on the subject and all though -Some- of these are not exact on the number of points it takes, they are very close and i will edit this forum as i get more comments and info about the exact amounts.--

( I will call the the decrease in mana cost "boosts" for now until someone knows the exact name of the decrease.)
(Your race whether Jix'su or Ralak will not matter when it comes to boosts, they both boost at the same time.)
(Not every one of your cards will go down a mana, it is just SOME of your cards in the skill your spending points in that decrease a mana.)
(I have found out that it DOESN'T cost the same amount of points for every skill to get a boost, some skills cost the same, but i noticed that hand to hand costs more then 33 percent to get your first boost thanks to Fieldburner.)
(There is definitely something more to the level and mana cost of a card. I will try to explain below the cost of boosts.)
------------How Many Skill Points It Takes To Boost------------
(Hand Held Boosts)
*Even though i only mention 4 boosts there still is probably more and i will put them up as we get to them.
1st Boost--- The first boost for Hand Held is at << 33.0 percent. >>
2nd Boost--- Is in between << 40.0 and 41 percent. >>
3rd Boost--- Is in between << 47.1 to 47.7 percent. >>
4th Boost--- If the jump from boost to boost stays at around 7.5 percent, << 54.6 to 55.2 percent approximately. >>
(Hand to Hand Boosts)
1st Boost--- Is in between << 34.5 and 35.0 percent. >>
2nd Boost--- I do not Know for sure but if you look at Hand Held the boosts seem to occur every 7.5 or so percent after 33.0. So in between << 42.0 - 42.5 percent approximately. >>
3rd Boost--- Is in between << 49.0 to 49.5 percent approximately. >>
4th Boost--- If the jump from boost to boost stays at around 7.5 percent, << 56.0 to 56.5 percent approximately. >>
(Defense Boosts)
1st Boost--- Is Exactly at << 33.0 percent >> - due to this i have guessed that they will go up the same as Hand to Hand, but this first boost is the only one confirmed at 33.0 percent.
2nd Boost--- Is in between << 40.5 and 41.0 percent approximately. >>
3rd Boost--- Is in between << 47.1 and 47.7 percent approximately. >>
4th Boost--- Is in between << 54.6 and 55.2 percent approximately. >>
(Evade Boosts)
1st Boost--- Is Exactly at << 33.0 percent >> - due to this I believe that evade will go up the same as Hand to Hand and Defense, once again this is the only boost percent confirmed for evade.
2nd Boost--- Is in between << 40.5 and 41.0 percent approximately. >>
3rd Boost--- Is in between << 47.1 and 47.7 percent approximately. >>
4th Boost--- Is in between << 54.6 and 55.2 percent approximately. >>
(Enchantment Boosts)
First off u should know that putting points in Enchantment/Mod doesn't do a whole lot and isn't recommended as of right now. Although you never know when the Rise and Ruin Team will change this. Since Enchantments do not cost mana yet the boosts make your modifiers do more damage from what Ive been told, but after spending 36.5 in enchantment with no boost I'm thinking that all putting points in enchantment does right now is maybe make you do slightly more damage when u play a mod----ill know more on this hopefully soon.
(Alteration Boosts)
Although not a lot of information is known on these i will explain a little of what i know. Alteration cards so far are like mods, attach to attack to do more damage, and some if not all have special effects like turning invisible for instance. More Information will be known on these as time goes on.

Have you ever wondered why there is a level on Cards? Basically its a really simple way to see how good the deck you have now will be when its Hand Held cards are on their first, second, or third boost. Ill explain---
I have 47.7 percent in Hand held, therefore I'm on my third boost. Well let me show you my Cost of mana on my Hand Held Cards compared to the level.
*All of my level 1-5 Hand Held cards cost # 0 # mana
*All of my level 6-7 Hand Held cards cost # 1 # mana
*All of my level 8 Hand Held cards cost # 2 # mana
*Even though i don't have a level 9 Hand Held card i am going to assume it would cost # 3 # mana.
*All of my level 10 Hand Held cards cost # 3 # mana.
Notice a pattern?
You can figure out how good your cards are gonna be, and this will help with people that keep complaining about the crappy packs they buy when they are 2.6 =) CARDS GET BETTER! =)
As time goes on i will have to start a new thread explaining this in depth showing each skill, and what level of cards will cost less for your current or next boost.

The handheld first boost dosent work with me. It has not boosted and i am at 34.5 yet.

You might also want to keep an eye on the particular mana cost for each level of cards (you can view card level in the Card Inventory screen).

Thanks for the info, it just shows that hand to hands first boost is in between 34.5 and 35.0, also if you are focusing on putting skill points in hand to hand could u keep me up to date with how much it costs per boost? I beleive that the developers or GM's wanted us to figure this out on our own, i could be wrong but I'm almost 90 percent sure. Hopefully either some players or Gm's will give me exact info on these.

mine happened at 40.0 and not the 40.5 so it happened early.

Handheld boost is still at 33-33.1, but it didn't affect my lv10 cards. It did affect my lv7 cards though, they cost 2 mana now.
